Strategic Planner (intermediate)


Organizes, directs, and coordinates strategic planning activities. Assists in developing mission and vision statements, subsequent goal delineation, provides guidance for building operational plans and specifying measurable outcomes to include capital outlay planning efforts in a consolidated strategic planning process, prioritizing those initiatives. Interfaces with appropriate Government management personnel, other contractor managers, and client agency representatives. Reviews strategic plans, ensures continuity plans grow out of definitions of agencies’ business functions and the processes required for achieving outcomes. Ensures agencies build on their strategic planning efforts of prior years, revisiting their mission, vision, and goals in light of the strategic plan, and changing opportunities. Utilizes refined techniques for identifying, eliminating or mitigating solution, project, and business risk. Understands customer, industry and business trends. Applies this understanding to meet project objectives. o Provide Navwar support to Joint Operation Planning in accordance with Joint Publication 5-0 and the Joint Operation Planning Process (JOPP).


  • Provide Navwar support the Joint Strategic Planning System (JSPS) and JSPS products.

  • Provide Navwar support to planning activities and operations that integrates and synchronizes strategic guidance and direction into CCMD deliberate planning, Theater and Functional Campaign Plans, Security Cooperation Plans and supporting plans.  Provide Navwar support for joint operation planning through the APEX process.

  • Provide policy advisory support to meet USSTRATCOM, Joint Staff, Office of Secretary of Defense Chief Information Officer (OSD CIO) PNT Executive Committee, and the Office of the Under Secretary of Defense for Acquisition, Technology, and Logistics (OUSD(AT&L)) Electronic Warfare Integrated Product Team requests.

  • Provide Navwar support for both DoD and non-DoD policy and planning activities.

  • Provide support to U.S. Government Critical Infrastructure/Key Resources preparedness for GPS interference.

  • Facilitate Navwar-related DoD support to civil authorities.

  • Support all Navwar working groups. o Develop Navwar inputs to service and joint strategic and national-level guidance documents (e.g., Unified Command Plan (UCP), Guidance for the Employment of the Force (GEF), Defense Planning and Programming Guidance (DPPG), etc.).

  • Develop recommendations for Navwar policy and guidance that facilitate offensive and defensive operations, training, assessments, demonstrations and exercises without unduly disrupting or degrading civil, commercial, scientific or Homeland Security use of space-based PNT, either internationally or domestically.

  • Monitor Navwar capability system development in the Joint Capabilities Integration and Development System (JCIDS) and Defense Acquisition System (DAS) processes and communicate Navwar capabilities.

  • Communicate Navwar issues to Services and the Joint requirements communities.

Level II (Intermediate):

5 to 12 Years of Experience May require a master’s degree; at least 5-12 years of experience in the field or in a related area. Familiar with a variety of the field’s concepts, practices, and procedures. Relies on extensive experience and judgment to plan and accomplish goals. May lead and direct the work of others. May report to a supervisor or manager.
